The story is quite good and I love the Scarecrow stories, but here there were a few severe technical flaws which I would have wished he did a better research.
For example, an EMP as the name suggests, is an Electromagnetic Pulse, not a specific frequency to block a radio frequency. An EMP is a high single pulse that induces a too high current in the small conductors of electronics so they simply burn through like a fuse.
