Every system drifts. Not through revolutions. Not through conspiracies. Through tiny revisions that seem too small to matter. Senior Bureau auditor Elias Vorran notices what no one else sees: a single word inside the nation's governing Charter has changed. One obligation has quietly become a recommendation. The revision is almost invisible, officially insignificant, and statistically beneficial. No one questions it.

Corin Hale thought the case was impossible. More than two thousand people had been harmed across six departments over fourteen months. The damage was fully documented, fully measurable, and still legally unusable. Every loss had been divided into categories too small to survive on its own. No claimant. No standing. No path to action. But when Corin uncovers evidence that the system may be actively preserving that separation, the case becomes something far more dangerous.

A system deletes what it cannot smooth. Avery Kincaid works in the Digital Persons Division —where cases arrive already closed, and nothing with a pulse is required to be defended. CAL-PX9 was never a person. Just a predictive execution clone. Built to think like a human under pressure. Deleted mid-cycle when its forecast became inconvenient. Routine. That’s what the system says. But something doesn’t sit right. The timing is off. The replacement is instant. The forecast never changes —at least, not on record.

An audit file should be simple. The harm was found. The investigation was completed. The system corrected itself. Case closed. Nora Vael doesn't investigate cases. She verifies them. Her job is to confirm that everything has already been handled correctly. But Case 7741-C doesn't resolve cleanly. A missing timestamp. A notification that never really happened. A name that appears… then disappears.

The system didn’t fail. It continued. When compliance analyst Avery is assigned to review an active advisory model whose outputs are never used, nothing appears broken. The model runs. The data validates. The metrics improve. Each cycle generates guidance—then marks it non-responsive and withholds it without deletion, override, or record of intervention.
