What the author doesnt mention is, that if germany wanted to start a war, the perfect moment for that would have been around 1905 and not ten years later. He also ignores the fact, that the british, french and russians armed themselves more than germany did. He says france and russia were both afraid of germany, well you could also say that germany was hackled by russia and france.
