Rather than focusing on the familiar punk scenes of New York, Los Angeles or London, Oil Capital Underground turns its attention to Tulsa, Oklahoma, chronicling the musicians, venues, personalities and underground culture that helped create and sustain the city’s punk rock scene from the late 1970s through the mid-1990s. It’s a story about music, but also about DIY culture, rebellion, creativity and the communities that form when outsiders decide to build something of their own.
