Few recent writers have had such an infectious prose style as Adams. With his fondness for paradox, his galactic perspective on things and his wonderful way with meaningful nonsense his are the books which have launched a trillion quips (Robert McFarlane)

So yeah, this is not really much of a story. More just a collection of the works from Douglas Adams bevor he died. So in that sense it is not really a hitchhiker or Dirk Gently book. There are new ideas and chapters from those two series in it but incomplete.
It is really meant as a type of memorial for this great author.

If you have not yet read every one of the hitchhiker or the Dirk gently books, i would recommend you to focus on those. And if you want to learn more about Douglas Adams i would recommend to you Last Chance to see, it felt like his most personal work and it was the one he was most proud of.
The Salmon of Doubt is more like additional information about Adams in case you are interested.
