In August 1590, Governor John White returned to Roanoke Island after nearly three years away. He had come to find more than one hundred English colonists, including his daughter Eleanor Dare, her husband Ananias Dare, and his granddaughter Virginia Dare. Instead, he found their settlement empty.

The houses had been dismantled. A defensive enclosure stood at the site. White found the letters “CRO” carved into a tree and “CROATOAN” carved into a post near the settlement entrance. Croatoan was not an unknown code: it was a known island and Indigenous community associated with Manteo, an important intermediary in the English colonial venture.

Before White sailed for England, the colonists had agreed to carve their destination if they moved and to add a cross if they were forced away under danger. White reported no cross. He interpreted the message as a move toward Croatoan, but weather, damaged anchors, and the priorities of the privateering expedition prevented him from reaching the place named in the carving.

In 1885, a small pamphlet published in Lynchburg, Virginia, offered readers three pages of numbers and an extraordinary claim. Decipher them, it said, and they would reveal the location, contents, and intended heirs of a buried fortune in Bedford County.

One cipher works. When matched to the Declaration of Independence, Cipher Number Two produces a detailed message claiming that gold, silver, and jewels were buried about four miles from Buford’s in two deposits made in 1819 and 1821. The message gives weights, dates, depth, and construction details. But it does not provide the precise location. That information is said to be locked inside Cipher Number One, which has never been convincingly solved. Cipher Number Three, supposedly naming the owners and heirs, also remains unreadable.

The larger problem is historical. The treasure expedition, its alleged leader Thomas J. Beale, the locked box, and the letters attributed to Beale all enter the surviving public record through the 1885 pamphlet, more than sixty years after the events they describe. No authenticated original Beale letters, box, treasure, or contemporary record securely confirms the story.
