Horror. 9hrs blabla.

Nothing new in there if you've been reading newspapers occasionally during the years since 2009. No inspiring ideas or concrete recommendations. International policy coordination, avoiding lost generations, entering public private partnerships. Yeah, thanks. But how? What concrete objectives?
