I also believe that the assumption that we escaped nuclear war thanks to regulation is wrong. If only one nation had had this power, it would have oppressed us all. The only regulatory option is to give EVERYONE access to the technology (AGI) and hope that a balance is created. As has happened so often in human history. Imbalance has always led to the destruction/enslavement of the weaker.
