This whole story lacks believeability because the whole setup of dragons wringing every last drop of life out of tortured villagers is just the least efficient way the dragons could gather power in this world.
If they wanted speed, they could double down and actually breed humans in farms to create slave labor without familial bonds and notions of freedom.
If they wanted long term stability, they wouldn't take away more food than the humans need to survive and they wouldn't kill off whole villages just because a few ppl broke a law.

I know that the author needs these unquestionable evil monsters so the hero can come in and slaughter the big bad, but since the big bad makes no sense the whole thing feels quite gratuitous and dull.
