Dragons have been extinct for centuries.... Can one young man bring them back?

Raphael was born with the mark of the dragon. His foster father taught him a mysterious and ancient magic unlike anything seen since the last dragon left the world.

I real like the storyline but the main character development is terrible and inconsistent. At least the first few chapters are inconsistent with the attitudes and behaviour of the characters in the later chapters.
Raphael is too trusting, too stupid to hide his birthmark, too dull to ask Rain. Just a soft little naive boy, too forgiving beyond what's normal... Accepting the elf unapologetic Silvia too quickly, she execabated Koshi's condition and in so doing expediting his death. nothing draconic there, but a sobby, soft, whiny little boy.
His budding relationship with Eliza irks me too!
Unnecessary to sell off the main character to some girl.
Also suddenly the psycho Phoenix is a nice boy... The murderous punk from the beginning was just what? A one time mental-trip?
Raphael talks about his birthmark openly and nonchalantly in the presence of enemies.

The cultivation methods presented are pretty nice.
